Portugal has doubled the wait for citizenship, and the summary pages have not caught up

Organic Law 1/2026 rewrote Article 6 of the Nationality Law on 18 May 2026. For a Vietnamese passport holder, the qualifying period of legal residence before naturalisation is now ten years, not five.
For most investors the residence card is only the departure point. The destination is a European nationality, and the distance between the two states is rarely as short as marketing material suggests. An investment can open the door to residence. Becoming a citizen is governed by a different statute, assessed by a different authority, against a different set of conditions.
On 18 May 2026 that statute changed, and by a wide margin.
The new thresholds, from the statute

What changed, and when
Organic Law 1/2026 amended Article 6 of Law 37/81, the Portuguese Nationality Law. Paragraph 1(b) now requires legal residence in Portuguese territory of at least seven years for nationals of Portuguese-speaking countries and citizens of EU member states, or ten years for nationals of all other countries.
Before this amendment the general threshold was five years. Summary pages — including guidance published by the justice authority itself — were still carrying the old figure when this article was checked on 19 August 2026. That is precisely the kind of discrepancy an investor cannot catch from marketing material.
Residence and citizenship sit on different rungs
A residence permit is a conditional entitlement tied to a stated reason and renewed on a cycle. Permanent residence is more durable: The renewal conditions ease and the holder typically gains wider access to the labour market and public services. It can still be lost if the holder is absent for long enough.
Citizenship is a different legal relationship altogether, carrying a passport, political rights, and freedom to move, live and work between EU member states. The confusion investors run into is precisely here: A residence permit does not convert into citizenship by the passage of time alone. It makes an application possible. The application is then judged under nationality law, against the conditions set by that law.
How the residence clock is counted
The common route into a European nationality is naturalisation by time resident. The clock starts on the day residence becomes lawful and continuous. Any gap in it — a card left to expire, a renewal filed late, a change of category handled through the wrong procedure — can send the assessing authority back to the beginning. It is the quietest and most expensive risk on the whole route.
Alongside the clock, most countries set qualitative gates: A language certificate at the level the statute names, a civics or integration test, a clean criminal record in both the country of residence and the country of origin, tax obligations discharged, and evidence of stable income. Some also weigh demonstrable ties to the local community.
Attitudes to dual nationality differ from country to country and cannot be generalised. Some accept it broadly. Others require the previous nationality to be renounced, or open exceptions only for narrow groups. This is the point to verify first, before a route is started at all, because it governs both the asset structure and the tax planning of a family.
Time is only one of the conditions
The amended article also requires the applicant to demonstrate, by test or certificate, sufficient knowledge of the Portuguese language and culture, its history and national symbols; sufficient knowledge of the fundamental rights and duties attached to Portuguese nationality and of the political organisation of the state; and a solemn declaration of adherence to the fundamental principles of the democratic rule of law.
Which text applies to a file already open
Article 7 of the new law keeps the previous wording for administrative procedures pending when it entered into force. Filing before or after that date leads to two different sets of conditions — which makes the filing date a material fact rather than an administrative detail.
Five columns worth filling from the primary source
Programmes leading to a European nationality only compare once they are put on the same measure. Rather than asking which country is fastest, build a table with five columns and fill it from the regulator. The residence clock: the minimum qualifying period, and which categories of residence count towards it. The presence requirement: days required each year, and how a long absence is treated. Language and integration: the certificate level recognised, the form of assessment, and who is exempt. Dual nationality: whether the country of residence and Vietnamese law both allow it. And the tax consequence: the threshold at which a person becomes tax resident, and the scope of income taxed once they are.
The sources have to be first-hand. In Portugal, residence procedures sit with the Agência para a Integração, Migrações e Asilo, while nationality files fall to the Instituto dos Registos e do Notariado. In Spain the naturalisation conditions are published by the Ministerio de Justicia. In Ireland the residence and naturalisation routes are administered by Immigration Service Delivery, within the Department of Justice. Those pages carry the forms, the fees and the conditions in force. A summary on an intermediary website does not.
Risks that travel with the route
The largest is the law changing mid-route. Naturalisation conditions live in nationality law, and a legislature can tighten the residence threshold, raise the language standard, or change how qualifying time is counted. Transitional provisions for files already open are decided at each amendment; they are not a default entitlement. Several investment-migration programmes on the continent have been narrowed or closed to new applications in recent years.
The second is tax. Keeping the residence clock running requires presence, and that same presence can make an investor tax resident, with a duty to declare worldwide income. Which state may tax what is settled through double-taxation treaties, for which the most widely used reference text is the Model Tax Convention on Income and on Capital published by the OECD. This is arithmetic to do before money moves.
The third is the file itself. Source of funds has to be evidenced back to its origin, and documents issued in Vietnam usually need consular legalisation and a translation to the standard of the receiving country. A set of papers inconsistent on a name, an address or a date is enough on its own to stretch the assessment out.
What to check
This article makes no claim about Spain or Ireland: Their governing texts were not read in this review. For any country on a residence-to-citizenship path, ask for the nationality statute rather than the investment summary, confirm the qualifying period for your own nationality rather than the general figure, and confirm which version of the law applies to an application already filed.
Permanent residence buys time; citizenship changes status. Between the two sits a chain of conditions, some quantitative and some not, that no size of investment shortens. The first task is not choosing a country but building the comparison on one measure and filling it from each authority directly. Three things are worth following after that: amendments to nationality law in the countries running investment routes, changes in how qualifying residence is counted, and the rules on annual physical presence.
