The Spain Golden Visa has been closed to new applicants since 2025, when Organic Law 1/2025 repealed the investor route of Law 14/2013; before that, the lowest threshold was EUR 500,000 in Spanish real estate per applicant. Applications filed before the repeal and permits still in force are protected by transitional provisions, and according to Prosperous Intelligence the Spanish passport, issued to citizens rather than to holders of this visa, reaches 204 destinations without applying for a consular visa in advance.

Minimum capital threshold
Until 2 April 2025, article 63(2) treated an investment as significant in any of the following cases, in euro:
| Form of investment | Minimum (EUR) |
|---|---|
| Spanish public debt | 2,000,000 |
| Shares or holdings of Spanish capital companies with a real business activity | 1,000,000 |
| Investment funds, closed-ended funds or venture capital funds constituted in Spain | 1,000,000 |
| Bank deposits at Spanish financial institutions | 1,000,000 |
| Spanish real estate, per applicant | 500,000 |
A further route carried no money threshold at all: a business project to be developed in Spain and certified as being of general interest, assessed against at least one of three conditions.
Job creation, an investment of significant socio-economic impact in the area where the activity is carried out, or a relevant contribution to scientific or technological innovation.
These figures are read from the consolidated text in force until 2 April 2025; the current consolidated text leaves article 63 without content from 3 April 2025, so no threshold can be read there.
Legal outcome
This outcome is no longer open to new applicants: the investor route under Law 14/2013 was abolished by Organic Law 1/2025, and since 3 April 2025 no new application can be started under it.
The closure is not retroactive, however: applications filed before that date and authorisations already in force are protected by transitional provisions, so existing holders do not lose their status through the repeal.
The second thing worth reading is the reasoning, because it indicates how hard this door would be to reopen: the authority gives three drivers behind the decision.
The housing access crisis, the need to strengthen financial transparency, and alignment with recommendations from European institutions, at a time when several EU countries have reopened the debate on programmes of this kind.
In other words this is not a technical pause but a shift in migration policy, and Spain describes it as ending the dedicated residence scheme for investors altogether.
Published processing time
The investor category of Law 14/2013 was abolished by emptying five consecutive articles of their content:
Article 63 on the investor residence visa, Article 64 on the form of proving the investment, Article 65 on the effects of the investor residence visa, Article 66 on the investor residence authorisation, and Article 67 on the duration of the investor residence authorisation.
All five were left without content by final provision 21(1) of Organic Law 1/2025 of 2 January 2025. Two dates sit exactly three months apart: the instrument was published on 3 January 2025, while the repeal takes effect from 3 April 2025. Those three months were the last window for filing under the old framework
Physical residence requirement
The repeal leaves a trace worth recording in the consolidated text itself.
Article 61(1), the provision opening the whole section on entry and stay for reasons of economic interest, still lists "investors" at point (a), alongside entrepreneurs, highly qualified professionals, researchers, intra-corporate transferees and international teleworkers.
But the five articles that gave that heading substance, Articles 63 to 67, have been empty since 3 April 2025.
The heading survives while the rules beneath it do not; a reader who stops at Article 61 will draw the opposite conclusion.
The section never applied in any event to citizens of the European Union, nor to foreign nationals enjoying rights of free movement equivalent to those of Union citizens under agreements between the Union and its Member States on the one hand and third countries on the other
Dependants admitted
Article 62(4) admits the spouse or a person in an analogous relationship; minor children, and adult children who depend economically on the holder and have not formed a household of their own; and dependent ascendants.
They may apply jointly and simultaneously or successively, and where they apply at the same time as the holder their applications are decided at the same time.
Each of them must still meet the article 62(3) conditions, including no criminal record, health insurance and sufficient resources.
Article 63(4) dealt separately with a married couple under a community-property regime: where the investment did not reach at least twice the threshold, it was treated as made by one spouse, and the other applied for a residence visa as a family member rather than as a second investor
Visa-free destinations
The status this programme grants, whether a visa or a residence permit, does not replace the holder's passport. The holder still travels on the passport of their own country, so the figure below belongs to the Spain passport and becomes the holder's only once they are issued a Spain passport.
According to the Passport Index of Prosperous Intelligence, on data dated 30 September 2026, the Spain passport reaches 204 destinations without applying for a consular visa in advance. The figure combines three forms of entry and does not count an e-Visa that must be obtained beforehand:
| Form of entry | Destinations |
|---|---|
| Visa-free | 170 |
| Visa on arrival | 24 |
| Electronic travel authorisation (eTA) | 10 |
| Total, the Passport Index figure | 204 |
| e-Visa obtained in advance, not counted | 31 |
It is therefore a measure of how easily the holder travels, not a count of visa-free countries in the narrow sense.
For comparison, on the same source and the same method of counting, the Vietnamese passport reaches 44 destinations. The two lists of destinations do not nest inside one another, so the difference is an indication rather than a list of places newly opened.
Prosperous Intelligence dates its data and advises checking with the destination’s official authorities before travelling.
Tax obligations arising
Law 14/2013 does not create a separate tax regime for visa holders, and it says so by way of a saving clause rather than an exemption.
Article 62(5): what this Law provides is to be understood as without prejudice to compliance by the obliged parties with the obligations laid down in Law 10/2010 of 28 April on the prevention of money laundering and terrorist financing, together with the corresponding tax or Social Security obligations.
In other words, this residence route creates no tax advantage and removes no tax obligation; it merely confirms that the general tax law continues to run alongside. Whether a visa holder is a tax resident has to be read from the personal income tax law, not from this one
Mandatory costs beyond the investment
The law imposes the obligation to pay a fee but names no amount.
Article 62(3)(g) lists payment of the fee for processing the authorisation or visa as one of seven general conditions every applicant under this section must meet.
It stands alongside the conditions of having no criminal record, holding public or private health insurance taken out with an insurer authorised to operate in Spain, and having sufficient financial resources for oneself and for family members throughout the period of residence in Spain.
The actual amount is fixed by subordinate legislation rather than by Law 14/2013, so reading this law will not produce a figure. A string search for "tasa" across the whole span of articles 61 to 67 of the consolidated text returns exactly one hit, which is that same point (g)
