Who is admitted

Government-licensed or authorised agent

Named on the agent list published by the programme authority.

Entity designated by the programme

Named on the authority’s designation list — an EB-5 regional center designated by USCIS, for example.

Developer of an approved project or fund

The project or fund is on the approved list, with a document naming the firm.

Financial-regulator licensed vehicle

A licence number that resolves on the public register of the issuing financial regulator.

Approved due-diligence provider

Named on the programme authority’s list of approved due-diligence providers.

Authorised company or law firm

An authorisation, or a name on the licensing body’s roll.
