Solomon Islands Citizenship by Investment Bill (draft)

Solomon Islands Citizenship by Investment

Proposed verified 2026-09-19 · immigration.gov.sb

Solomon Islands citizenship by investment is only a draft bill, not in operation: the Immigration Division offers no citizenship or residence category purchasable by investment, and the parliamentary bill register for 2022–2026 lists no bill with both citizenship and investment in its title. Permanent residence in the Solomon Islands requires at least five years of prior lawful residence, and according to Prosperous Intelligence the Solomon Islands passport, issued to citizens rather than to permanent residents, reaches 150 destinations without applying for a consular visa in advance.

Programme overview

  • Official programme name: Solomon Islands Citizenship by Investment Bill (draft)
  • Website: immigration.gov.sb

Minimum capital threshold

There is no capital threshold, because there is no investment route — the Immigration Division Investing page carries a single document, and the outcome cell of this table records that finding together with its scope.

This cell asks a narrower question: on the page that lists the documents, is any sum of money acting as a condition. None is.

The visa-categories page mentions investment only inside a heading, never inside a monetary condition.

What that page does print is a price list by type of document, not by level of investment:

A long-term Resident visa at USD 1,500 for five years, a Dependent of a Resident visa at USD 300 for up to two years, a Family Relationship visa for the dependant of a Solomon Islands citizen at USD 300 for two years, and a long-term Dependents visa that is free.

On the legislative side the finding already recorded in this record's tax cell still holds: the National Parliament's bill register for 2022 to 2026 contains no bill carrying both the words citizenship and investment in its title.

The Solomon Islands Immigration Division has a page titled "Investing", and on it there is exactly one instrument: a business visa, for business-related activities such as meetings, conferences, trade negotiations or short-term consultancy work.

There is no citizenship by investment, and no residence category purchasable with an investment either.

The path to permanent residence in the Solomon Islands runs through time rather than money: the Permanent Resident route is for foreign individuals who have lawfully resided in the Solomon Islands for at least five years on other dependency visas and are then seeking permanent residency.

Beyond those two, the Division Migrate page lists family categories and international protection categories covering asylum seekers, refugees, and victims of human trafficking and smuggling — the last three all free of charge and all non-extendable.

On the scope of this finding: it rests on the front page, the Investing page and the Migrate page.

The front page mentions investment only in connection with the business visa or a link out to the investment promotion body, and does not mention "economic citizenship".

The programme name this record carries is a draft bill, not an instrument in force

Published processing time

The Division records the term of each category together with whether it can be extended, an unusual presentation and a useful one. The short-term Business Visa is valid for up to 180 days with multiple entry and is not extendable; beside it sits a 90-day variant, single or multiple entry, also not extendable.

The category for people arriving on business is therefore a dead end in time: once it expires the holder must leave and apply again, with no route to extend in place.

By contrast the long-term Resident visa is valid for five years and is extendable, but the condition of entry is five years of continuous prior stay.

The long-term Dependants visa is linked to the primary resident and is re-evaluated after five years. The visa for a dependant of a resident on a short-term or long-term visa is valid for up to two years, multiple entry, and is extendable.

The Family Relationship Visa, for a dependant of a Solomon Islands citizen, is valid for two years and is extendable. The three protection categories — asylum seeker, refugee, and human trafficking and smuggling — are all non-extendable, and the asylum seeker category additionally requires a ministerial submission

Physical residence requirement

The path to permanent residency is measured in five years of continuous prior stay, and the authority prints that condition twice, in two different ways, on the same page.

The first is the description of the group: the Resident, Accompanying Family and Protection visa allows foreigners with at least five years of lawful residence in the Solomon Islands on other dependency visas to seek permanent residency.

The second is the line for the document itself: a long-term Resident visa at USD 1,500, valid five years, with the authority stating expressly that the holder must have five years of continuous prior stay, extendable.

The authority's notes column adds two things a reader needs at the same time: one must meet the residency history, and this document carries no work rights automatically.

So those five years must first be accumulated under some other status, and once accumulated what is granted still does not of itself permit work.

On the dependants branch the clock is also five years but runs differently: the long-term Dependents visa is free but is tied to the primary resident and is reassessed after five years, with no automatic continuing eligibility.

Dependants admitted

The agency distinguishes three dependant visas with three prices and three different mechanisms, yet publishes no definition of who counts as a dependant — the page does not mention a spouse or a child, and states no age limit at all.

The three are these. Dependents (long term) is a free visa linked to the primary resident and assessed on continued dependency, and the agency states plainly that it is re-evaluated after five years rather than automatically renewed.

Dependent of a resident on a short term or long term visa costs USD 300, runs up to two years, is linked to the primary applicant, and carries multiple entries with extension.

The family relationship visa for the dependant of a Solomon Islands citizen also costs USD 300 for two years and is extendable, but carries no work rights unless separately authorised.

The phrase repaying the closest reading is “linked to”: the first two have no independent life, their validity hanging on the principal's standing.

And the path out of dependency is long: the Permanent Resident Accompanying Family Protection Visa costs USD 1,500, runs five years, requires five years of continuous prior stay, and likewise grants no work rights automatically.

Visa-free destinations

A person granted citizenship under this programme receives the Solomon Islands passport, so the figure in this cell is the figure for that passport itself.

According to the Passport Index of Prosperous Intelligence, on data dated 30 September 2026, the Solomon Islands passport reaches 150 destinations without applying for a consular visa in advance. The figure combines three forms of entry and does not count an e-Visa that must be obtained beforehand:

Form of entryDestinations
Visa-free122
Visa on arrival22
Electronic travel authorisation (eTA)6
Total, the Passport Index figure150
e-Visa obtained in advance, not counted49

It is therefore a measure of how easily the holder travels, not a count of visa-free countries in the narrow sense.

For comparison, on the same source and the same method of counting, the Vietnamese passport reaches 44 destinations. The two lists of destinations do not nest inside one another, so the difference is an indication rather than a list of places newly opened.

Prosperous Intelligence dates its data and advises checking with the destination’s official authorities before travelling.

Tax obligations arising

There is no citizenship by investment programme for a tax regime to attach to.

The parliamentary bills register for 2022 through 2026 contains no bill whose title carries both the words citizenship and investment.

The only citizenship bill before Parliament in 2026 amends section 25 of the Citizenship Act 2018 to add grounds for deprivation of citizenship acquired by application, rather than opening an investment route.

The tax treatment of foreigners is therefore the general one, read from the Income Tax Act, Chapter 123, in the reprint approved by the Attorney General whose cover page records it as in force at 5 February 2024 with status current.

Section 3(2)(a): the income of a resident includes all amounts accruing in, derived from or received in Solomon Islands, or elsewhere, which is worldwide taxation; paragraph (b) confines a non-resident to domestic sources.

Section 4(1)(a) treats the whole of the profits of a resident carrying on a trade partly within and partly outside the country as accruing in Solomon Islands.

Section 2 defines residence three ways, namely presence exceeding six months in aggregate in the year, satisfying the Commissioner of an intention to reside for more than six months, or performing an employment contract in the country for a term of not less than six months; there is no nationality criterion.

Section 28 grants a personal allowance of 30,080 Solomon Islands dollars a year, apportioned where presence covers only part of the year, and Schedule 5 sets rates of 11 percent to 15,000 dollars, 23 percent to 30,000, 35 percent to 60,000 and 40 percent above that.

The Act contains no provision on capital gains tax, inheritance tax or wealth tax.

Mandatory costs beyond the investment

The fee schedule follows status rather than duration, and the Division prints the price beside each category. The fee for each category, in US dollars:

CategoryDurationFee (USD)
Business Visa, short-termUp to 180 days, multiple entry450
Resident visa, long-termFive years1,500
Visa for a dependant of a holder of a short-term or long-term visaUp to two years300
Family Relationship Visa, open to a dependant of a Solomon Islands citizenTwo years300
Dependants visa, long-term, linked to the primary resident—Free
Three international protection categories—Free

Two lines repay closer reading.

First, the USD 1,500 of the resident category does not automatically carry the right to work — the Division writes "no work rights automatically granted" into the description line itself, so a person paying it must still seek authorisation separately in order to work.

Second, the Family Relationship Visa likewise records that work rights are not permitted unless separately authorised. The whole schedule sits between a few hundred and one and a half thousand US dollars, the scale of an immigration department administrative charge rather than that of a citizenship by investment programme
