Jordanian Citizenship Through Investment

Jordan Citizenship by Investment

Open verified 2026-09-23 · invest.jo

Jordan grants citizenship to investors through several routes, the lowest being JOD 350,000 for an existing investment outside the Capital Governorate, measured as the average share of eligible fixed assets over three audited years, with at least 90% of the Jordanian employment level held in every month of those three years. The Ministry of Investment is the sole administrative window, some routes pass through a three-year temporary passport, and according to Prosperous Intelligence the Jordanian passport reaches 43 destinations without applying for a consular visa in advance.

Minimum capital threshold

Jordan's Ministry of Investment sets not one threshold but nine, for nine separate doors, and the cheapest is nearly ten times below the dearest. The direct route to citizenship has four branches.

The medical-warehousing branch and the food-logistics branch both require an investment value per partner of not less than JOD 3,000,000.

The existing-investment branch requires the investor's average share of eligible fixed and non-current tangible assets, measured on audited financial statements for the last three years, of not less than JOD 700,000 where the project sits inside the Capital Governorate and not less than JOD 350,000 where it sits outside.

The stock-market branch requires the purchase of newly issued shares in Jordanian companies worth not less than JOD 1,500,000, not financed through margin, not pledged, not lent, and with no more than 10% of the total concentrated in any single company.

The fourth branch is counted in people rather than money: 150 Jordanian employees inside the Capital Governorate or 100 outside it.

A second group leads first to a temporary passport: a new project requires JOD 700,000 with 20 jobs inside the Capital Governorate, or JOD 500,000 with 10 jobs outside it.

Buying shares in an existing project requires JOD 1,000,000 with at least half going into new fixed assets, that is JOD 500,000 minimum; and the Amra City route requires JOD 1,500,000 with 20 jobs.

The property-based residence route carries three separate figures depending on the seller and the location:

JOD 200,000 for one property bought from a real-estate developer, JOD 300,000 for one bought from anyone other than a developer, and JOD 150,000 for one or more properties outside the Capital Governorate, all at the valuation of the Department of Lands and Survey.

Citizenship is not granted at once, and the interval is the important part.

Under the new framework approved by Cabinet in a session chaired by Prime Minister Jafar Hassan, an operating investor is granted temporary residency together with a four-month grace period to finalise hiring after operations begin, then a three-year temporary passport.

Final citizenship is only recommended after three years of verified compliance.

The route of buying new shares in an existing project runs through the same three-year temporary passport phase. What the applicant holds throughout those first three years is therefore a time-limited document, not citizenship.

Nor do the obligations stop on the day of naturalisation. On the employment route, a business owner directly employing 150 Jordanians in Amman or 100 in the provinces is offered citizenship.

The condition is that this workforce has been registered with the Social Security Corporation for at least a year beforehand and is maintained for two further consecutive years after citizenship is obtained.

The two existing-investment routes require keeping at least 90 per cent of the mandatory Jordanian workforce registered with the Social Security Corporation monthly for three consecutive years.

Institutionally the largest change is that the Ministry of investment becomes the sole administrative window for all investor files.

And the power to deal with the asset is locked alongside: on the stock-exchange route the shares cannot be leveraged, mortgaged or liquidated for at least five years, and the investor is additionally barred from withdrawing any trading profits during that period.

Where a partner is introduced or ownership passes to a first-degree relative, the new owner may qualify on these same terms provided the original investor's share stays frozen and restricted for three years.

Published processing time

The clock on the citizenship route is not measured in weeks of adjudication but in years the project must stand before the file can be considered, so every figure here is time spent before applying rather than time spent waiting for an answer.

The two logistics branches require the project to have been operating and meeting the Jordanian employment requirement for thirty-six consecutive months before it can be considered.

The two existing-investment branches require audited financial statements for the last three years, and require at least 90% of the employment level to be held in each month of those three years.

The employment branch requires every Jordanian employee to have been registered with social security for at least one year and the headcount to be maintained for two consecutive years.

For the group that passes through a temporary passport, that passport runs three years, after which citizenship is recommended, and only where continued compliance is verified.

Three short deadlines sit in between: the stock-market investor must complete the purchase within four months of the Ministry's approval letter.

The Amra City route allows four months of grace from the start of operations to complete hiring; and an investor whose project has run one or two years receives a temporary passport for exactly the remaining period needed to reach three years.

Last come two locks on the asset itself: shares bought under the stock-market branch are locked for five years from purchase, with neither capital nor trading profit withdrawable, and shares bought in an existing project are locked for three years.

Physical residence requirement

Jordan runs two distinct residence tracks for investors, and they differ in both duration and basis.

The first is annual residency. The Ministry of Investment grants yearly residence to the investor and the family within fourteen working days, on either of two grounds.

The first ground is carrying out an economic activity in a sector set out in the Investment Environment Law. The second is holding a senior management position in the investment in Jordan, namely chairman, board member, general manager, director general or chief executive officer.

Every sector under the Investment Environment Law qualifies, and applications go through the Ministry of Investment's e-services portal — except the commercial sector, which must be filed through the Ministry of Interior's website.

The second track is five-year renewable residence through property ownership, and its obligation bears on holding the asset: the property must be retained for five years, neither sold nor mortgaged.

On renewal the investor must either continue to own that same property or acquire another of equivalent value; the text says expressly that the property need not remain mortgaged, it is enough that it stays registered in the investor's name.

Renewal is decided by the Minister of Interior's representative at the Ministry of Investment after the technical committee reviews the file.

One easily conflated point deserves separating: the family list for the residence track covers the spouse, male children under 30, unmarried daughters of any age and parents — this is not the family list for the citizenship track, which carries different age conditions and is recorded separately in this record's dependants cell.

Dependants admitted

The framework as revised on 15 July 2026 splits the conditions by class of relative, and the four classes carry four different conditions rather than one common threshold.

Citizenship eligibility extends to the investor wife, dependent daughters, unmarried sons under the age of 24 at the time of application, and dependent parents.

Daughters need only satisfy dependency and the text sets no age threshold for that class, whereas sons must be both unmarried and under 24; collapsing the two into a single phrase about children under 24 both drops one condition and invents another.

At the investment tier above 2 million dinars the class widens by a generation: sons up to the age of 30, along with their wives and children, are also eligible for citizenship.

The investment may be transferred to a first-degree relative and the transferee qualifies under the same provision, on condition that the original investor holding is frozen and restricted for three years.

Breach of the investment or the employment conditions results in immediate withdrawal of citizenship or residence.

One limit on the standing of the source belongs in the record: this is a state news agency report of a Cabinet decision rather than a regulation published in the official gazette. The full text of the regulation has not been verified at an official source.

Visa-free destinations

A person granted citizenship under this programme receives the Jordan passport, so the figure in this cell is the figure for that passport itself.

According to the Passport Index of Prosperous Intelligence, on data dated 30 September 2026, the Jordan passport reaches 43 destinations without applying for a consular visa in advance. The figure combines three forms of entry and does not count an e-Visa that must be obtained beforehand:

Form of entryDestinations
Visa-free21
Visa on arrival19
Electronic travel authorisation (eTA)3
Total, the Passport Index figure43
e-Visa obtained in advance, not counted60

It is therefore a measure of how easily the holder travels, not a count of visa-free countries in the narrow sense.

For comparison, on the same source and the same method of counting, the Vietnamese passport reaches 44 destinations. The two lists of destinations do not nest inside one another, so the difference is an indication rather than a list of places newly opened.

Prosperous Intelligence dates its data and advises checking with the destination’s official authorities before travelling.

Tax obligations arising

The official state news agency report on the Cabinet session, published on 15 July 2026, describes the entire new investor citizenship and residence framework without any tax provision attached to the programme.

The report mentions tax only under a different agenda item of the same session, the settlement of 663 pending corporate tax disputes, which is unrelated to the programme.

What the report does say: the Ministry of Investment becomes the single administrative gateway for all investor files. The Amman Stock Exchange route raises the threshold from 1 million to 1.5 million dinars, with no more than 10 percent concentrated in one company and a five-year ban on pledging or selling.

The new company route requires 500,000 dinars in the governorates and 700,000 in Amman together with jobs registered for social security. The existing project share route requires at least 1 million dinars with a three-year holding condition.

The employment route requires 150 Jordanian workers in Amman or 100 in the governorates, maintained for two years after naturalisation; and the general condition is to maintain at least 90 percent of the Jordanian employment quota registered for social security, monthly, for three consecutive years.

The sequence runs from temporary residence to a three-year temporary passport before any formal naturalisation is proposed, with immediate withdrawal of citizenship or residence for breach of the investment or employment conditions.

The second tier has not been checked: this record has not been verified against the Jordanian income and sales tax department, the Ministry of Finance, the Prime Ministry or the legislation portal, so it carries no Jordanian tax residence rule.

Mandatory costs beyond the investment

The administering authority states plainly that it charges no fee, and the sentence is worth quoting in full because it is an assertion rather than a gap.

In the Ministry of Investment's own FAQ, the question “Does Ministry of Investment charge a fee for its facilitation services?” is answered “currently, Ministry of investment does not charge any fees for the facilitation services provided”.

The explanation given is that the Ministry measures its success by the number of sustainable investments facilitated, the number of new jobs created and improvements to the investment climate.

The route's own page runs the same way: the “Jordanian Citizenship Through Investment” page uses JOD for the capital thresholds but mentions no money payable — no fee, cost, charge, deposit, refund, payment or tax.

The sibling “Jordanian Residency Through Investment” page likewise mentions none.

That absence is not the silence of an authority that never discusses money. In the same FAQ the Ministry describes its incentives in exactly the language of money.

It lists reductions in property and regulatory fees, a government contribution toward electricity costs, deduction of infrastructure development costs from government dues, and three hundred and fifteen US dollars per square metre toward construction costs in remote or high-unemployment areas.

The machinery publishes amounts when official data exists.

One part of the answer lies beyond reach and must be said plainly: the Ministry of Investment's sentence covers its own facilitation services only, not charges that may arise at the Ministry of Interior stage, at passport issuance, or the audit and legal costs the eligibility conditions themselves require.

Those charges have not been verified against the Jordanian Ministry of Interior's site.
