UAE Golden Visa (Golden Residency)

United Arab Emirates Golden Visa

Open verified 2026-09-19 · icp.gov.ae

The UAE grants long-term residence under the UAE Golden Visa (Golden Residency) to five categories, of which investors need a minimum capital of AED 2,000,000 together with property ownership or a contribution to an establishment paying at least AED 250,000 a year in taxes, receiving ten years for public investments and five years for real estate. Holders need no sponsor, and according to Prosperous Intelligence the UAE passport, issued to citizens rather than to holders of this status, reaches 188 destinations without applying for a consular visa in advance.

Programme overview

  • Official programme name: UAE Golden Visa (Golden Residency)

  • Regulator: Federal Authority for Identity, Citizenship, Customs & Port Security

Minimum capital threshold

The UAE Golden visa is not a single investment programme but a family of five eligible categories, and the capital threshold applies to only one of them, the investors category covering public investments and real estate.

The main requirement there is a minimum capital of AED 2 million, together with property ownership or a contribution to an establishment paying at least AED 250,000 annually in taxes — so one of the two ways in is measured by the tax that establishment pays, not by the sum the applicant puts up.

The other four categories are not measured in money. Entrepreneurs need proof of innovative or technical projects, documents proving the project value, and a letter from a business incubator or the relevant authority in the emirate.

Those with exceptional talent or rare specialisations include doctors, scientists, inventors, creatives in culture and arts, executives, athletes, PhD holders and specialists in priority scientific and engineering fields.

Each subcategory carries its own requirements, such as recommendation letters, practical experience or accredited educational degrees.

Outstanding students need certificates of excellence and recommendation letters from their school or university.

Humanitarian pioneers and frontline heroes need certificates of appreciation, humanitarian contribution documentation, or at least five years of service.

The source of the eligibility table is the Federal Authority for Identity, Citizenship, Customs and Port Security

The outcome is long-term residence of five to ten years, and the authority describes its scope with three verbs rather than one: the holder comes to the UAE to work, live and study, so the status is not tied to a single employer the way an ordinary work residence permit is.

There is one point on which two official sources say different things, and the difference bears directly on what the holder must do, so it is recorded here rather than resolved by picking one.

The federal government portal describes the visa as renewable, while the page of the issuing body itself, the Federal Authority named in the capital threshold cell of this page, states that it is automatically renewed.

Renewable and automatically renewed are two different regimes as to who must act and when, and neither source sets out the conditions of that automatic renewal.

The second point concerns the procedure itself: there is no single door. The Federal Authority handles the federal route and offers both an eligibility self-check and a dashboard dedicated to golden services; the General Directorate of Residency and Foreigners Affairs handles Dubai;

Abu Dhabi runs through the TAMM portal and the Abu Dhabi Residents Office; and people working in the creative field obtain a recommendation from the Ministry of Culture and Youth.

Calling this one procedure is a considerable simplification.

Published processing time

The duration is decided not by the amount but by the type of investment. At the same minimum capital of AED 2 million, an investor in public investments receives ten years while an investor in real estate receives only five.

The other categories split in their own way: entrepreneurs five years; those with exceptional talent or rare specialisations ten years; high school achievers five years while top university students receive ten; humanitarian pioneers and frontline heroes ten years.

Every duration is renewable — the authority describes this as a long-term, renewable residence visa valid for five or ten years.

Three accompanying privileges belong in the same place because they stretch the very time limits of ordinary residence: a Golden visa holder needs no sponsor; may stay outside the UAE longer than the usual six-month period required to keep an ordinary residence visa valid; and may sponsor family members including a spouse and children.

The government portal records the last update of this eligibility and duration table as 28 July 2026

Physical residence requirement

Holders may stay outside the UAE beyond the six-month limit that applies to ordinary residence visas without losing validity; the published page does not state a maximum number of days.

The issuing authority's Golden Residency guide, updated on 24 September 2026, describes a ten-year residence with automatic renewal and no sponsor. Holders may live, work, study and invest in the UAE like any other resident.

Eligible applicants who are outside the UAE receive a six-month multiple-entry visa, renewable for a further six months, to come and complete the procedures. There is no need to be in the country already when starting.

The family's residence does not fall with the sponsor. If the Golden Residency holder dies, the sponsored family members may remain in the UAE for the validity of the residence permits granted to them.

The main maintenance condition is health insurance: the investor and family members must hold comprehensive, valid health cover, and for the real estate route that runs for the whole residence period.

Dependants admitted

The right to sponsor relatives is stated in an open-ended sentence: a golden visa holder has the ability to sponsor family members, including spouses and children.

The word including is what matters — it gives examples rather than closing the list, so the sentence neither confirms nor excludes other categories of relative. The rest is a gap that was checked rather than an unchecked one.

The issuing authority’s own page does not mention spouses, children, parents, family or domestic helpers.

Four things therefore have no published basis from the authority, and readers should not fill them in: there is no age limit stated for sponsored children, no ceiling on how many people may be sponsored, no separate income threshold placed on the sponsor, and no per-dependant fee.

Parents and domestic staff appear on neither page — which is to say they are unmentioned rather than excluded, and the two differ in what happens when the question is put to the authority.

Visa-free destinations

The status this programme grants, whether a visa or a residence permit, does not replace the holder's passport. The holder still travels on the passport of their own country, so the figure below belongs to the United Arab Emirates passport and becomes the holder's only once they are issued a United Arab Emirates passport.

According to the Passport Index of Prosperous Intelligence, on data dated 30 September 2026, the United Arab Emirates passport reaches 188 destinations without applying for a consular visa in advance. The figure combines three forms of entry and does not count an e-Visa that must be obtained beforehand:

Form of entryDestinations
Visa-free153
Visa on arrival26
Electronic travel authorisation (eTA)9
Total, the Passport Index figure188
e-Visa obtained in advance, not counted33

It is therefore a measure of how easily the holder travels, not a count of visa-free countries in the narrow sense.

For comparison, on the same source and the same method of counting, the Vietnamese passport reaches 44 destinations. The two lists of destinations do not nest inside one another, so the difference is an indication rather than a list of places newly opened.

Prosperous Intelligence dates its data and advises checking with the destination’s official authorities before travelling.

Tax obligations arising

The issuing authority page says not one word about tax — no threshold, no concession, no obligation — and the only basis it cites is Cabinet Decision Resolution 56 of 2018 regulating residence permits for investors, entrepreneurs and those with specialised talents, across four categories:

Investors, entrepreneurs, specialised talents and researchers, and outstanding students.

The tax position is governed by the Corporate Tax Law, and the Federal Tax Authority guide states the underlying principle plainly:

For natural persons, physical residence in the UAE, whether by virtue of citizenship or a residency visa, is not the criterion that determines whether they are Resident Persons for Corporate Tax purposes, or whether their income is taxable.

The governing criterion is activity: a natural person who resides in the UAE and conducts a Business or Business Activity there is a Resident Person and a Taxable Person.

The threshold sits in Article 2(1) of Cabinet Decision No. 49 of 2023: Corporate Tax applies only where total Turnover from business in the UAE exceeds AED 1,000,000 in a Gregorian calendar year.

Article 2(2) places three categories outside the Turnover computation and outside the charge, regardless of amount: Wage, Personal Investment income and Real Estate Investment income.

Crossing that threshold obliges the natural person — resident or not — to register for Corporate Tax with the Federal Tax Authority, file a return and pay.

The guide illustrates the principle with two opposing worked examples, and they are worth stating because they show what tax status attaches to.

First: a person present in the UAE on a visit visa who opens a jewellery restoration workshop with Turnover of AED 1,700,000 is treated as a Resident Person for tax purposes.

Second: a person employed by a foreign company who enters the UAE for five days to meet clients is not a Resident Person. The visa does not decide; the activity does.

Determining tax residence must also be read with Cabinet Decision No. 85 of 2022 on the Determination of Tax Residency and Ministerial Decision No. 27 of 2023.

Read this cell within its scope: the issuing authority covers the conditions of grant and renewal and says nothing about tax.

The tax authority guide covers Corporate Tax as applied to natural persons. It says nothing about personal income tax because the UAE levies none, nothing about VAT, and never names this programme as a programme.

The guide limits itself expressly to the Corporate Tax Law without consideration of the potential implications of a Double Taxation Agreement.

Two things the sources do not say should be recorded so that nobody infers them: no source states that this visa creates any tax advantage, and no source states that holding it either confers or removes tax residence

Mandatory costs beyond the investment

The authority prints the fee schedule outright on the service card, and its total is far smaller than the usual picture of a golden visa — but the scope must be read before the figures are used.

The service card relied on here is headed issuance of a residence visa for an investor in public investments, service code 377-005-001-008, under the Federal Authority for Identity, Citizenship, Customs and Port Security.

That is one branch of the golden route rather than the whole of it, so other branches may carry different schedules.

Three charges are payable, in dirhams:

ChargeAmount (AED)
Application fees100
Issuance fees47
Smart services fees100
Total247

A fourth item is not a fee but a fine, and it runs per day: expiry of the permitted stay period for the visa holder, or expiry of the entry visa, attracts AED 50 per day.

Three conditions attach and determine whether an applicant can use this schedule at all, the third being a blocking one: a valid health insurance policy within the UAE; a passport valid for not less than six months; and the application must be submitted by a customer present inside the United Arab Emirates.

So this is not a procedure that can be completed from abroad.

Three documents are required: the passport, a personal photo, and proof of golden residency eligibility.

Two operational details are worth knowing in advance because they are hidden costs in time and in tooling: the service completion duration is two days; and access to the service requires login using UAE pass, meaning the applicant must already hold a UAE digital identity before starting.

There are only two submission channels: the ICP Smart App and the authority's own smart services website, available around the clock, while customer happiness centres operate on working hours.
